A controversial luxury marina could open in Victoria Harbour in the spring of 2014, now that it has received a green light from the federal government.

Larry Halgren, project lead for the Victoria International Marina, said Thursday that a building-permit application will be submitted to Victoria City Hall this year.

The aim is to start construction, expected to take 10 or 11 months, next year.

Victoria council has delayed for two weeks consideration of a development permit application to build two commercial buildings for a luxury marina at Songhees in Victoria's harbour.

WAM Development Group and developer Bob Evans are partners in the project to construct the buildings and a 29-slip marina, estimated to cost up to $19 million.

Looking at the artist's rendition of the commercial buildings which the WAM Group proposes to build at the Songhees Marina I must say that the city has an almost impossible task in deciding whether to approve them.

Mayor Dean Fortin is quoted as saying: "We are limited to analyzing what's known as form and character - does the design fit within the general form and character of the neighbourhood."

The province of B.C. has agreed to lease a water lot in front of Songhees to the developer of the planned Victoria International Marina.

"It is a very important step for us that gives us certainty of tenure for the marina docks," said Lachlan MacLean, spokesman for WAM Development Group, a partner with local developer Bob Evans in the 29-slip marina.

Before construction begins, approval is required from Transport Canada and a development permit is needed from the City of Victoria.
